Well no. It is not. But I can sort of understand the thinking.

Breakfast this morning was at the restaurant/bookstore/art gallery shown below, a couple doors down from the apartment.

Next, we walked through Barrio Norte and Recoleta, to the Plaza de Mayo in Microcentro, with its pink presidential palace. The mothers of the disappeared march every Thursday as reminder of the disappearance of sons and daughters during the 1976-83 dictatorship. This being Tuesday there were no mothers but there was another protest taking place. The police, while present, just observed.

The architecture, the apartment-lined streets, and the occasional little dividers separating street from sidewalk—bollards or posts or metal balls, just big enough to trip on—can bring to mind Paris, but a worn, neglected Paris.

The sidewalks are in in pretty bad shape. What's with that, eh? In addition to holes in pavement there is dog poop, broken tiles, exposed pipes, and pieces of wood. You have to continually look down when walking here.
