Infrastructure work
 

There's lots of sidewalk work going on. Pipes/wiring/whatever. The construction holes are well protected from pedestrians and in places they've added temporary crosswalks to re-route walkers. Despite the narrow sidewalks and the crowds, walking is pretty relaxed. Cars, motorcycles, scooters, and bicycles all screech to a stop when the light turns against them or if a pedestrian steps into a crosswalk.

The Palais-Royale is a former royal palace located in the 1st arrondissement. The Palais-Royal now serves as the seat of the Ministry of Culture, the Conseil d'tat and the Constitutional Council.
