Paris parks and gardens are enclosed by fences and gates, and they shut the gates at night. And even when open, you don't walk on the grass. The grass at the Luxembourg gardens is bordered by a low metal barrier that will grab your foot and trip you if you happen to not notice it (no, I did not trip on it). The parks have no trash, no discarded needles, no camping. I did see homeless people camping in covered galleries like the Place des Vosges.
